Everlot · Plot check

Plot check before you buy

Check the plot before you commit.

You get the report within 48 hours, counting working days only, after payment and parcel confirmation if you ask us to start immediately (otherwise after the 14-day withdrawal period). The first page sums up what the sources and rules mean for building your house here and on what conditions (only the authority decides on the permit), what the catch is, what we computed on top and what only quotes will price, and what to do first. Every conclusion has a “Why?” link: the source and date of the finding and, where the conclusion rests on a rule, the rule word for word and the calculation.

  • 48 h on working days, express 24 h

  • a source for every conclusion, a calculation where one is made

We are not publishing the sample report yet: it would give away a plot whose advert is live. We will publish it only with the plot owner's consent.

What you get

What the report contains

You get the report as a web page and a PDF. The order follows what you will do: the answer, your house, the advert, money and the comparison with listings, steps, the bank, and finally the proofs.

The answer on page one

One sentence on what you may build, an aerial photo with the strips left out of the room for the house, the three main open questions as cards, a list of the other open points, a “What to do now” line and a summary: rules out · open · limits · costs · fine · not checkable from data.

Will your house fit?

How much you may build on and pave, house options against your plan, and the house height on a slope. Estimates are labelled as estimates.

The advert vs. public data

The advert's claims about the plot (utilities, access, readiness to build, any lien) compared with the cadastre, the network map, the zoning plan and the aerial photo. We do not compare travel times or local amenities.

What it costs on top

An indicative range (for statutory fees often just a floor, “from …”) only where it has a source in the proofs (such as the fees for the recommended steps, including the fee for the preliminary information). For other items we say who sets the price (a contractor's quote, the network operator or an office) and what the overview leaves out. We do not compute the farmland levy: the farmland protection authority sets it, and we give its basis (BPEJ soil unit and protection class). It is not a quote.

Comparison with listings in the municipality (not a valuation)

The plot's asking price next to 10–20 listed building plots in the same municipality (if there are fewer, also from the nearest ones). Each listing with its link and capture time; we state the band and the count. It is a comparison with listings, not a valuation.

Steps in order

Whom to write to, what it costs, what deadline the law sets and what the step decides. Steps where an office, a network operator or the seller decides come with ready-made e-mails and letters in Czech that you send in your own name: the application to the building office for preliminary information (§ 174 of Act No. 283/2021), questions to the concerned authorities, e-mails to network operators and questions to the seller. Each draft holds facts and questions only; applications and questions to offices cite the provisions they rely on.

Bank, checked, unknown

Facts a bank may ask about; what we checked and found nothing; what we could not check and who decides it.

“Why?” proofs

For each conclusion: what we found and where; where a rule applies, its exact words, our assumptions and the calculation. For you, an architect or an office.

Where plot purchases most often fail

Traps the advert will not mention

“Building plot” in an advert means little. The report looks at these traps for every plot.

  1. The zoning plan limits how much you may build on

Regulations (green share, height, coverage) may allow far less than you expect.

  2. Someone else owns the access

Without access there is no permit, and the bank may ask about it.

  3. Utilities are further than the advert says

Extending water and sewer can be expensive. The report gives the length of the line from the network map; only the network operator or the municipality states the terms, the price and the capacity.

  4. A protection zone cuts the building area

Gas main, power line, road: a protection zone where you may not build, or need a consent. Forest within 30 m of its edge: the forest authority weighs the forest's interests, either in its own binding opinion or inside the single environmental opinion (jednotné environmentální stanovisko; § 14 of Act No. 289/1995).

  5. The land-register extract says something else

Lien, easement, pending proceedings: the current extract decides, not the advert.

  6. Water and slope

Rainwater often has to soak away on the plot; a slope makes the foundations and the height of the house more expensive.

Up front

What we cannot check, and what you must obtain yourself

We work remotely, with public data only. What we cannot check we do not guess: we say we do not know, who decides it and how to ask them.

We do not check

  • The office's decision on your house. The building office gives its written view in advance in the preliminary information; only the permit decides.
  • Network capacity and connection cost. Only the operators can say.
  • Leases and farm tenancies: in the public LPIS land register we check whether the plot lies in a registered land block and who is recorded as its farm user; whether the plot is let or under a farm tenancy does not follow from the register. The seller answers that; the report has a ready question for them. A farm user that is a corporate body (právnická osoba) is named, with its ID number (IČO) if public; a natural person is shown only as “fyzická osoba” (natural person), without the name.
  • Lane width and access for machinery; we do not visit the site.
  • Geology and radon by measurement.
  • Validity of rights and content of contracts. An advokát assesses those.

Before you commit, obtain

  • The building office's preliminary information (§ 174 of Act 283/2021) for your house. The report pre-fills the application from your plan; you file it in your own name. The office has up to 30 days to answer (§ 174(1)), the concerned authorities also 30 days (§ 174(2)). Network operators have 30 days, 60 in especially complex cases (§ 181(1) of the same Act), only for the statement on an application that includes the permit documentation (§ 180(3)); the Act sets them no deadline for questions before a purchase. If you have less time to decide, you get facts, open questions and ready letters from us, but not yet the office's answer.
  • Network operators' statements on connection and capacity.
  • An advokát's view of the land-register entries. We obtain and read the extract for the plot: number and type of owners without names, liens, easements, pre-emption rights, plomby (pending applications) and proceedings (parts B1, C and D) and part E, without names of natural persons; for the way to the street, the owner type of every parcel. We buy the official extract through ČÚZK remote access (dálkový přístup); we do not hand over the extract itself because it contains personal data.
  • The seller's written answers on connections, leases and clearing.

For the steps where an office, a network operator or the seller decides, the report gives you a ready-made draft letter or e-mail in Czech that you send in your own name. We do not write contracts or an analysis of your position; those become questions for an advokát (Czech lawyer).

How we keep it accurate

The software refuses a report whose quotes or calculations do not check out

Every conclusion rests on facts with a source and date; where it follows from a rule, the rule is quoted word for word, and where something is computed, the calculation is shown. Before the report goes out, software re-runs the calculations and compares the quotes; if something does not match, it refuses to issue the report. It does not check whether the public sources themselves are right, nor our reading of the map and the rules (zoning plan, statute); what cannot be checked we state as an open question:

  1. Quotes word for word. Every quote from a statute or the zoning plan is compared with the archived text, including paragraph, letter and page.

  2. Calculations are re-run. Every calculation is rebuilt from facts and assumptions; one number has one value throughout the report.

  3. Facts have a source and a date. The advert, the notice board and map data re-queried live are kept as dated snapshots, as is each listing in the comparison; other facts carry a source and date and are marked in the report.

  4. Where sources disagree, we give the range, not the more favourable number.

  5. What we do not know is an open question with who decides it. No buy / don’t-buy verdicts. Money is given as an indicative range with a source for each item and what it leaves out, or we say who sets the price; it is not a quote.

What “48 h on working days” means: we count hours only on working days (Monday to Friday except public holidays), all 24 hours of each; Saturdays, Sundays and holidays are skipped. If the order is confirmed on Friday at 15:00, the Standard report is due on Tuesday at 15:00; if Monday is a holiday, on Wednesday at 15:00 (terms, section 8.2). The clock runs from the confirmed order, i.e. when the price is credited to our account or confirmed by the payment gateway (terms, section 2.4): for a bank transfer, from crediting, not from sending. We confirm the parcel before payment. Without a request to start immediately it starts only on the first working day after the 14-day withdrawal period (section 8.1). The 4 hours for confirming the parcel are counted the same way; the terms call them “working hours” (sections 2.5 and 7.2). Euro amounts are indicative and rounded (CZK 25/€).

Order

Fill in what you know. You pay only after we confirm the parcel by e-mail. All communication is in writing, by e-mail; we do not phone.

We are not taking orders yet: this form is a pre-launch preview and sends nothing.

The plot: fill in one of three ways

Within 4 hours of your order, counted on working days only (each working day counts with all 24 hours, not office hours), we confirm the parcel by e-mail with a link to the cadastral map, and only with it send the payment link. If the parcel is wrong, write to us; you pay only for the right parcel. The order stays: we identify the parcel again and send you a new e-mail; the payment period and the delivery time count only from that e-mail (terms, section 7.4). We identify the parcel free of charge in the Nahlížení do katastru nemovitostí viewer; we buy the official land-register extract through ČÚZK remote access (dálkový přístup) only for a paid order.

What you want to build (fill in what you know; describe the rest in your own words)

Whatever report language you choose, the draft letters and e-mails to offices, network operators and the seller are in Czech, because Czech offices work in Czech; the report lists in English what each one asks, and the replies will be in Czech too.

Tier

The law gives you 14 days to withdraw from the contract. Without the request below we may start the report only after those days, so it would come only after more than two weeks (the exact date is shown below). With it we start as soon as you pay; once the report is delivered, the right of withdrawal ends.

We give you the exact delivery time in the e-mail confirming your payment.

After delivery we contact you only in writing: on day 7 we send a short questionnaire (answering is voluntary), and news about similar services only if you do not refuse them in the order. We do not phone.

FAQ

Is this a lawyer's service or an expert opinion?

No. It is a technical and planning overview from public sources, i.e. advisory and consulting work. We take land-register entries as facts. We give no view on the validity of rights or on contracts; that is for an advokát (Czech lawyer). It is not an expert-witness report or the building office's preliminary information either.

What if the plot is fine?

You get a report with a source for every fine item, and for open items the exact next step, with a ready-made e-mail where an office, a network operator or the seller decides. That is a good result too: you know what is left to check.

Can you check a plot in any municipality?

The method is the same everywhere, but the quality of public data varies. So far we have one finished sample report. If your municipality has no published zoning plan, I tell you and you choose: a full refund or a report at 50 % (terms, section 9).

Do you visit the plot?

No, we work remotely with the cadastre, the zoning plan, aerial photos, the terrain model and the network map. What cannot be checked remotely (such as the lane width) is listed under “What we could not check”.

How do we communicate?

In writing, by e-mail. We answer questions about the report free of charge for 7 days after delivery. We do not phone; everything we tell you, you have in writing. Everlot is run by one sole trader (see the footer); “we” on this site means Everlot.

When and how do I pay?

Only after the parcel is confirmed. Within 4 hours of your order, counted on working days only (each working day counts with all 24 hours, not office hours), we e-mail you the parcel we identified from your input, with a link to the cadastral map, and only with it the payment link with the order number.

What if you cannot find the plot?

We write to you by e-mail and ask. We ask for payment only after the parcel is confirmed; if we still cannot identify it unambiguously, the order is cancelled and you pay nothing.

Found an error?

If something in the report does not match the cited source, we send a corrected report, as a rule within 24 hours counted on working days only. If the correction changes the status of a finding (for example from “Fine” to “Open”), we refund the full price on request.

Will you contact me after delivery?

Only in writing. We answer questions about the report free of charge for 7 days. On day 7 we send a short written questionnaire; answering is voluntary. On day 30 one e-mail asking whether the office, the network operator or the seller confirmed what the report said, but only if you tick that consent in the order. We e-mail news about similar services only if you do not refuse them in the order; you can also refuse them later, at any time, by e-mail. We do not phone.

For partners

For mortgage advisors, architects and builders

When a client forwards our report to you, each conclusion carries its source, date and calculation, so you can trace it yourself. The report is ordered and paid for by the person buying the plot, and we offer no commission or referral fees. To ask us anything, write to us: the contact e-mail will be published before orders open.
